		<description>I agree flexability is a key to creating a great working environment, however,  I have been in organizations where raises continue, even though the job has not been expanded, or enriched.  You ask  &quot;who does that hurt?&quot; well, it actually can hurt the individual.  You do them a dis service when you pay them outside the range of the position, because if the company, ceases to exist, or the job is eliminated for some reason, they now can not find a comparable job, at the same pay rate, because they have not continued to upgrade thier skills.    Complancey takes many forms, the most hurtful to the organization is workers that begin to feel entitled to a position simply because of longevity, but fail to grow themselves.</description>
